India’s liquor economy continues to be a major source of government revenue, with several states collecting tens of thousands of crores through excise duty on alcohol. A recent state-wise comparison has once again highlighted the huge differences in alcohol revenue across India, while also raising questions about how such rankings should be interpreted.
Top States by Alcohol Revenue
Based on estimates for FY 2025-26, Uttar Pradesh is at the top of the ranking, with expected excise revenue of around ₹63,000 crore. Karnataka follows with approximately ₹40,000 crore, while Maharashtra is estimated at around ₹32,575 crore.

These figures are estimates and budget projections, rather than a single finalized national dataset, which is one reason comparisons can produce different rankings. For example, official state budget documents show Maharashtra's revised 2025-26 state-excise estimate at ₹34,170 crore, compared with a budget estimate of ₹32,575 crore.
Why Does Alcohol Generate So Much Revenue?
Alcohol for human consumption remains outside the GST framework, allowing states to use excise duties and other state-level taxes as important revenue sources. This gives governments considerable control over liquor pricing and taxation.
Historical data also shows how important the sector has become. The Economic Times reported that state excise duties accounted for about 14.1% of states' own tax revenue in 2022-23, up from 11.4% in 2013-14. Karnataka, Uttar Pradesh, Punjab and West Bengal were among the states with particularly high dependence on excise revenue.
Why the Rankings Are Being Debated
The biggest issue is what exactly is being measured. “Alcohol revenue” can refer to state excise duty, sales tax/VAT on liquor, or a broader combination of alcohol-related collections.
Different financial years, budget estimates, revised estimates and actual collections can therefore produce different rankings. A widely circulated infographic, for instance, lists Uttar Pradesh at ₹48,800 crore and Karnataka at ₹36,500 crore, but those numbers should not be directly compared with FY 2025-26 projections without checking the underlying methodology.
The latest numbers nevertheless underline one clear trend: liquor taxation remains a crucial revenue stream for many Indian states. Uttar Pradesh's projected 2025-26 excise collection alone is around ₹63,000 crore, illustrating the scale of the sector.
